The Statutory Instrument is made, laid and dated at last. Here is what actually changes that morning, why I think the kit lands faster than most people expect, and what Germany's numbers tell us about what happens next.
We have finally got a date for when plug-in solar can be a reality in British homes, one step closer for solar enthusiasts like myself. The much awaited Statutory Instrument, SI 2026 No. 848, was made on 16 July 2026, laid before Parliament the next day, and it comes into force on 27 August 2026. After two years of writing "expected" and "pending" on this site, I can finally write a date, and I would encourage you to put it in your calendar.
The plug can finally be approved. Regulation 2 adds a new paragraph (3A) to regulation 8 of the Plugs and Sockets Regulations 1994. Until now a plug-in solar plug could never pass, because BS 1363 flatly bans using a plug to connect a generator to a socket. From 27 August a notified body can approve it, so long as that ban is the only reason it failed and the product meets the new specification.
The install becomes lawful. Regulation 3 rewrites regulation 22(1)(c) of the Electricity Safety, Quality and Continuity Regulations 2002, so a plug-in solar device is judged against the Interim Product Specification instead of the BS 7671 rules that were written for fixed wiring.
The thing now has a legal name. A "plug-in microgenerator" is defined as a device that makes electricity from sunlight, has a maximum rated AC output not exceeding 800 watts, plugs into a normal socket, runs in parallel with the network, and is not designed to pull power in to store it for later.
This one matters if you have been eyeing a solar and battery kit in one box, because that is the format winning in the UK right now. Until this month the battery exclusion sat in the product specification, which is a document a minister can revise. It now sits in the legal definition itself, in the line about not being designed to import electricity in order to store it for later.
In plain terms, solar-plus-battery is outside this route, and bringing it inside would need Parliament to amend the regulations again, not just a spec update. The specification is pinned down too, the instrument names "version 2, published by the Secretary of State on 16 July 2026", so a version 3 would not automatically flow into the law.
The law takes away a ban, it does not make a product. A kit you can lawfully buy and plug in still needs three things: a plug type approved by a notified body, proof it meets the Interim Product Specification, and a place on the ENA G98 Type Test Register before it can go on sale. Once you have installed one, you notify your network operator, which the impact assessment expects to take five to ten minutes and to be done within 28 days.
On paper that reads like a queue. In practice, I think that queue has been moving for months. The consultation ran for only two weeks, from 16 to 30 June, and the Explanatory Memorandum is refreshingly blunt about why, saying it was needed "to make plug-in solar panels available in shops within months". Governments do not squeeze a consultation into a fortnight and put shop availability in writing as the reason unless they mean for the shelves to fill quickly.
This is the part I find most encouraging, and it is the reason I am optimistic rather than just hopeful. The Explanatory Memorandum says the department ran "targeted workshops with expert stakeholders, to test proposals and to gather detailed technical input from manufacturers, retailers, insurers and standards bodies". Read that again. This specification was not written in Whitehall and posted out to industry, it was written alongside the firms who have to build it, insure it and sell it.
The retail side has been visible for a while. Amazon, Asda, B&Q, Currys, Screwfix and Wickes all joined a UK government roundtable on plug-in solar in June 2026, and Lidl has backed the plan since March 2026, according to pv magazine. The hardware is already here in its legal form too, I photographed EcoFlow and Jackery power stations sitting on the Costco warehouse floor on 1 July 2026, which I wrote up in the UK retail signal piece. EcoFlow sells its STREAM range here already, and Germany has spent two years showing which kit formats actually sell, which I went through in Germany's most popular balcony solar kits.
So the spec was written with the manufacturers, six national retailers and a discounter were round the table in June, and the brands, the distribution and the shelf space are already in place for the neighbouring product. The only genuinely new step left is a notified body signing off a plug.
The Bundesverband Steckersolar published its analysis of the German market register in January 2026, and honestly, the shape of that curve is the most useful thing a UK buyer or retailer can look at today. The register holds 347,333 plug-in solar registrations for the entire period up to the end of 2023. Then 435,173 in 2024 on its own, and 426,269 in 2025, giving 1,208,775 in total.
That is the whole argument in three numbers. Germany's first several years produced fewer registrations than its sixth year managed by itself. The jump did not come from legalisation, which had happened well before. It came in 2024, when the law simplified registration, lifted the inverter ceiling from 600 to 800 VA, and set the panel limit at 2,000 watts. What moved that market was paperwork getting easier and the cap getting sensible, not permission arriving.

The other thing that jumps out is that the systems keep growing. Average panel power per new registration went from 750 watts before 2024 to 1,235 watts in 2025, a 26 percent rise in a single year, and the association reports a clear move toward four-panel systems built to use up the full 2,000 watt allowance. Registrations dipped 2 percent in 2025 while the capacity actually installed rose 22 percent. That is not a market slowing down, it is one growing up.
We are not starting where Germany started, we are starting roughly where Germany has arrived. We begin at 800 VA rather than spending years stuck at 600, we begin with a written product specification where Germany had no dedicated standard until DIN and VDE published one in December 2025, and we begin with one clear registration route through the G98 register rather than a general energy register that only gained a plug-in solar category in 2024.
DESNZ has built exactly that into its sums. It benchmarks us against Germany's peak of 10.7 installations per 1,000 households in 2024, but assumes we start at around 30 percent of that peak rather than near zero, reaching the peak in year four. On its own logic that seems fair to me. Skipping the awkward early years is a genuine head start.
Where the comparison falls down is that the structural things which made Germany work for ordinary flat-dwellers have not been done here, and the German data shows exactly what happens when they are not.
None of these stop the market. They decide who gets there first, and each one is fixable.
Our sun is weaker. The impact assessment states plainly that Germany gets about 15 percent more global horizontal irradiation than we do. So every German payback figure you read needs trimming before it means anything on a Manchester balcony.
Renters were not given a right. In October 2024 Germany amended its rental and condominium law, BGB section 554 and WEG section 20, to make plug-in solar a privileged measure that landlords and owners' associations can no longer simply refuse. We have done nothing of the sort. SI 2026 No. 848 is product and electricity safety law, it says nothing about your tenancy or your lease, and the impact assessment admits landlord and freeholder permission "will still apply in the UK".
What makes that more than a technicality is who actually buys these things in Germany. Even after that reform, the association's own survey work suggests roughly 20 percent of installations are in rented flats against 69 percent in owner-occupied homes, and I would flag that as a non-representative survey rather than a hard statistic. The city states tell the same story though. Hamburg recorded 3.6 registrations per 1,000 households in 2025 against 14.6 in Rheinland-Pfalz, and the association says bluntly that landlords still make it difficult by piling on requirements. We are marketing this to renters while leaving alone the exact barrier Germany had to legislate away.
Planning permission is still unsettled. This is the least discussed detail and possibly the most expensive. The impact assessment's central figures assume extra permitted development rights for houses in England that do not exist yet, and the Explanatory Memorandum confirms government is only "considering whether" they are needed. Where an install falls outside existing microgeneration rights, you would need a planning application, at £272 for houses and £548 for flats in England. The modelling assumes nobody in a flat above 18 metres bothers at all.
Nobody is writing the guidance. The Explanatory Memorandum states that no guidance has been produced for this instrument, there is no statutory review clause, and the government does not intend to monitor it, because the wider review and the industry-led product standards are expected to take at least two to three years. So consumers get a new right, a technical specification and the manufacturer's instructions. That gap is precisely why this site exists.
One figure in the German analysis reframed the whole product for me. Of registered German systems, 37.6 percent are installed in gardens or on flat roofs. Grid balconies account for 15.8 percent, concrete balconies 2.8 percent, and fences 0.8 percent. Most "balcony solar" in the country that invented the phrase is not on a balcony at all. The association also reports that the over-55s clearly dominate the buyers, and that take-up is noticeably lower in big cities than in smaller towns.
So on the actual evidence, the typical buyer is a homeowner in their late fifties in a smaller town, putting panels in the garden. That is a long way from the young urban renter this technology usually gets sold to over here. I think it is worth saying out loud, because it changes what kit makes sense, where you put it, and whose permission you need first.
To their credit, the Bundesverband is open about the register undercounting. An HTW Berlin survey in 2022 found 49 percent of users had never registered at all. A representative Verivox survey in May 2025 found 9 percent of people owned a system, which across 41 million households implies roughly 3.7 million devices running against just under a million registrations at the time, so a registration rate of about 25 percent. The German Environment Agency separately reckoned just under 3 million devices were in operation by the end of 2024 against around 0.8 million registered.
DESNZ handles this conservatively, applying an uplift of 2 where the evidence points to 3 or more. The question for us is simply whether people bother with the G98 notification. If they do not, the deployment figures become fiction and network operators lose the visibility the whole registration design exists to give them.
I am treating the next five weeks as preparation, not waiting. The people who get the most out of this will walk into September already knowing their own numbers, because the hard part then is picking the right kit, not asking permission.
So, in order. Check your light before you check the price, because a shaded south wall loses to an unshaded north one every time and no regulation changes that.
